Financial Services Commission of Ontario (FSCO) MANAGER, ACTUARIAL SERVICES One permanent PAC22 (Actuarial Science PM-22) (Schedule 6) $88,276 - $115,950 per annum The Financial Services Commission of Ontario (FSCO) is the provincial government agency which provides oversight of provincially regulated financial service sectors. FSCO is seeking a professional actuary with strong leadership/management skills and extensive experience in the insurance sector to lead and manage actuarial review programs to support the regulation of the insurance industry in Ontario. You will: • manage and lead the delivery of professional actuarial services for the review of Ontario automobile insurance companies’ rate filings required under legislation; • manage and lead the development and implementation of actuarial rate review systems, procedures and standards consistent with changing legislation and professional actuarial standards; • manage and oversee the development and data requirements of automobile insurance statistical plans that are mandated under legislative authority in Ontario, and other actuarial data that may be required to support the regulatory functions; • communicate with automobile insurance company actuaries, actuarial consultants and company officers on actuarial matters in rate files and insurance solvency related issues; • provide expertise, briefings and expert consulting actuarial services and advice to FSCO executives related to actuarial methods, standards and trends/issues in the Ontario automobile insurance system; • manage a team of professional actuarial staff responsible for the actuarial review of automobile insurance rates, solvency and statistical plans. Location: 5160 Yonge Street, Toronto, Ontario M2N 6L9 What we are looking for: Professional Actuarial Qualification and Expertise: • Qualification as both a Fellow of the Canadian Institute of Actuaries (FCIA) and a Fellow of the Casualty Actuarial Society (FCAS); • comprehensive knowledge/expertise related to actuarial principles, professional standards, rate making and reserving methodology and assumptions; • extensive knowledge/expertise related statistical analysis principles, methods, and standards of practices for the property and casualty insurance industry; • sound knowledge of insurance statistical plans, data impact on insurance trends, purpose and application of statistical plans in rate making, reserving principles, automobile insurance risk classifications and insurer solvency test standards. Ontario Automobile Insurance Sector Expertise: • extensive knowledge and professional expertise in automobile insurance pricing, use of statistical and ratemaking data in automobile risk classification system and actuarial models in ratemaking. Leadership and Program Management Skills: • proven excellent leadership skills; • demonstrated operational management skills and experience in planning, leading and managing professional actuarial service programs; • demonstrated excellent human resources management skills. Analytical, Examination, Decision Making and Project Management skills: • excellent analytical, examination and decision making skills to lead complex actuarial rate filing reviews and to develop/present sound actuarial decisions/ recommendations; • organizational and project management skills to lead actuarial policy/standards projects and to manage deadlines and competing service priorities; • computer proficiency and strong technical skills in data management, state-of-the-art techniques in actuarial model applications, and software applications including Excel, Access, FoxPro and APL to conduct actuarial analysis and produce reports. Relationship Management, Communication and Consultation skills: • demonstrated superior relationship management and consultation skills to establish and manage relationships on behalf of FSCO with actuaries and senior officials of the insurance industry in Ontario; • excellent verbal communication and presentation skills to provide actuarial expertise, briefings and recommendations to FSCO officials and senior management; • excellent written communication skills to produce comprehensive actuarial reports, briefings, and actuarial rate review policies, procedures and processes; • excellent interpersonal skills to contribute as an effective management team member.
